Cosgrave and Cumann na nGaedheal, he was considered a pragmatic nation-builder responsible for the significant Land Act of 1923, which finalized the transfer of land to tenant farmers. Frank Leah (1886-1972) was an illustrator, caricaturist and newspaper art editor based in Dublin. He worked for several Dublin newspapers and periodicals including the Weekly Freeman, and the Evening Telegraph.
